The LBA has the authority to selectively extinguish past due taxes for property located in the City of Atlanta and Fulton County.  This authority is evidenced per Article II, Purpose, Section C of the By-Laws and Section I, Purpose of the Interlocal Cooperation Agreement. 

The Board of the LBA selectively utilizes this power to promote the creation of affordable housing, contribute to improved commercial activity and assist governmental entities with their development efforts.
