NSP 3 Program Consultant
Reports To: Executive Director
Project Compensation Range: To be
negotiated based on overall project deliverable. Will be
disbursed based on completion of program milestones.
Purpose of the Job:
The purpose of this job is to primarily
coordinate the evaluation, structuring, closing and
disposition of all real estate transactions that utilize
funds received by the City of Atlanta under the Neighborhood
Stabilization Program 3 (NSP 3) created under the Housing &
Economic Recovery Act of 2008 – H.R. 3221. This also
includes the timely completion of all required documentation
for disbursement, compliance, monitoring and reporting
associated with the designated NSP 3 grant funds.
Essential Duties and Responsibilities:
o Utilize information provided by the National Community
Stabilization Trust, Fannie Mae, Freddie Mac, HUD and all
other designated resources to identify property that can be
developed or rehabilitated and marketed in compliance with
the development programs established by the City of Atlanta
– Department of Planning & Community Development, Bureau of
Housing.
o Coordinate with the City of Atlanta – Department of
Planning & Community Development, Bureau of Housing for the
creation and review of appraisals for all subject property.
o Manage the evaluation, negotiation, structuring and
closing of all designated real estate transactions.
o Interface with property management vendors either
directly or through designated LBA personnel to ensure
adequate maintenance of property prior to rehabilitation and
disposition.
o Coordinate with the City of Atlanta – Department of
Planning & Community Development, Bureau of Housing for the
disposition of all acquired properties to designated
development partners for rehabilitation and subsequent sale
or rental.
o Comply with all existing internal and external
processes and procedures to facilitate transactional
responsibilities. Develop and modify, as needed, all
applicable internal and external processes and procedures to
facilitate transactional responsibilities.
o Interface with all applicable sellers and coordinate
all written and verbal communications, negotiations, and
structuring of all transactions.
o Coordinate the maintenance of all records related to
all transactions.

o Assist with preparation of all NSP 3 associated
disbursement requests and assist with tracking of all real
estate related expenses.
o Serve as primary point of communication for all NSP
related transactions between the LBA and the City of Atlanta
– Department of Planning & Community Development, Bureau of
Housing.
o Perform other related duties as required and instructed
by Executive Director.
Qualifications and Knowledge:
o Familiarity with NSP program rules and regulations.
o Familiarity with standard real estate appraisals.
o Knowledge of closing process for the real estate
transactions and standard real estate documents and
contracts.
o Experience with structuring, negotiating, documenting
real estate transactions.
o Proficiency with Microsoft Outlook, Word, Excel,
PowerPoint.
o Proficiency with budgeting and expense tracking and
reconciliation.
o Effective written and verbal communication skills.
o Effective interpersonal skills.
o Ability to conduct internet research and interface with
internet based real estate databases and programs.
Training and Experience Required:
Bachelors Degree from accredited
institution.
Five years of direct experience with
structuring, negotiating and/or closing real estate
transactions.
Must possess a Georgia driver’s license.
